10 Minute queue on level 19 account

Riot, queue times are ridiculous, and its not just super high elo that is the problem. I just had a 10:30 queue for mid and jungle on a level 19 account that I had to drop out of and put support first just so I could play a god damn game. This is ridiculous!

That's probably because there are fewer people playing draft pick at that level, if I had to guess.
