Hit Maximum # of runes.

So i recently trying to collect all the runes in the game. (tier 1 tier 2 and tier 3). I didn't know, until today, that there was a cap to the number of runes you can purchase and own. Does anybody know a reason for the rune cap or if Riot is considering removing it? It seems a little pointless to me to have one, although there may be some underlying reason. If not, is there a way to get rid of runes so i can get the tier 3 runes?
