What's going on with rumble? what glitches are attached too him? after all the years now they find a glitch? i just want to play my champ.

I've been wondering about this "bug" as well.

Patch 5.9 broke how Viktor's E and Rumble's R worked. They both use the same basic code and it appears it basically tripled the cooldown.
