Is Volibear based off of Ursa from DotA?

I've been playing some DotA 2, to take a break from league, and I came across a hero called Ursa. I instantly loved the hero. but he stroke me as very similar to Voli, both skill wise, appearance, and play style. Even though I was playing DotA 2, was in DotA as well. Let's look at the facts:

Both are bears Both were armor Ursa q is an AoE slow that does damage around himself, sound familiar? Both scale off of attack speed Both tend to build tanky (Ursa not always, but usually has a bit of tankiness) Both get damage from hp Both are great duelist Both have abilities that increase in power after basic attacking multiple times Both are basic attack reliant

The connections are plentiful, and all of them are strong. I'm not sure if it's just me, but the same people who made League also had relations with the creation of DotA. They ofc have their differences, but seem soooo similar, it would strike me as strange if it is a coincidence..

Thoughts?

Volibear is a tank. Ursa is a semi carry.

volibear can't kill Rosh as soon as he gets 900g.

His Dark Material/Golden Compass is where the inspiration for Volibear came from.

Volibear was actually created because of the popular fan demand for an armored bear.

And well he is tanky because he is fricking bear,I mean it wouldn't make sense for an armored bear to be squishy.

You would have to see which hero was released first, but they're pretty closely related (almost certain LoL borrowed elements from Dota on that one).

I mean it makes sense when the creators of LoL worked on dota first. Also, after the whole pendreagon fiasco stealing all the community work that dota put together. including ideas and designs.
