Is the Tribunal still down?
I've been trying to participate in the tribunal for months now, and no matter how many times or how often I refresh, there are never any new cases. Is the tribunal down permanently? What's going on here?

Yeah its down. They're just handing out punishments blindly now based on automated system, and dont notify the players about what they were punished for.
The Tribunal was shut down after Riot discovered that it wasn't building cases anymore. Instead of fixing it, they shut it down and have been delaying the relaunch until they could bring it online for all current regions. This gave them some time to test the effectiveness of alternate methods of punishment like the chat and ranked restrictions.
