Why Isn't This TF Build More Common?

This is a level 25 while my 30 is banned but I remember a lot of times I would go 41% attack speed rune page and start with BOTRK or Statikk and go from there, have had some amazing games but looking at these post-game stats I'm surprised there's not someone who's actually good on Summoners Rift trying this out. I was top lane btw.
