Player name inactivity

So there was a summoner name ghat ive been tracking recently that I really wanted. The person who currently had it had played 1 game and was level 2. His account was going to go inzctive on monday, but he played another game this morning to keep his account active, and then probably is going to wait another 6 months to play 1 game to keep his summoner name. Is there any possible way to get him to change names, or do I have to deal with the fact that Ill never get a cool name?
