Is fiora top smite still good?

I heard about it but never had the chance to test it so I dont know how strong it was before the patch so can someone tell me if the fiora top smite+skirmishers sabre is still good because now it does dmg over 3 seconds as a burn and no longer does on hit true dmg.

Lack common sense? I dont even know what you mean by this statement. I'm simply asking if its still viable/good to use im not sure how strong it was before so how should I know now.
