I'd expect between 30-40 FPS on medium-low settings on all of them.

Computer 1: No. The processor is weak, and the on board graphics will give you a really hard time. Computer 2: Better processor, but the graphics are still gonna kill you. Computer 3: Same as above.
On one hand, I can see you want to keep cost down (trust me, i feel you) - but its gonna be hard to get a computer that preforms well for under $500.

Also, if you really want everything it does to be near instantaneous, get an SSD, not an HDD. More expensive, more than worth it.
