the new report meta

so i was talking with one of my friends that i just started to get playing league and i have noticed a new trend with reports. Ever since they have cracked down on verbal abuse ( dishing out tons of perma bans) any new player or anyone that doesn't have a "pro" score gets reported for verbal abuse. he said that after the past 10-15? matches he has received the verbal abuse pop up but obviously hasn't been banned due to the fact that he refuses to use the chat. has anyone noticed this? also the toxic levels in low level matches is ungodly he posted screenshots i guess all the people getting banned are making new accounts and absolutely destroying this games chances of bringing in new players. any thoughts?
