Are you guranteed a legendary skin if you re-roll 3 legendary shards?

I have a few legendary shards I'm not overly interested in. Mecha Zero Scion and Alien Invader Heim. If I re-roll, will I get another legendary,or is there a good chance I'll re-roll 5460 RP worth of skins to get a 450 RP one? haha
