How do you even fight Lucian?
I can't do it, no matter which champion, which lane.
He Q's once my entire HP bar is gone, and I can't retaliate since he just dashed out of my range.
What do I do? just buy Lucian to fight Lucian?

Lucian really isn't that insanely difficult to deal with in lane, it sounds like you just have poor laning mechanics. Caitlyn will beat him in lane if played properly, you can zone him from 30+ cs during laning phase if you know what you're doing. Kog'Maw out trades him at level 6 with sheen, Draven beats him in damage at all stages of the game, Tristana can go even with him, Jinx can do the same thing as Caitlyn on top of scaling harder.
There are three ways:
- Outrange him with a champion like
etc. - Outscale him with a champion like etc.
- By a fuckton of armor (
) and tank him forever (see below for an example).
Trist gets bullied by him early, but way outscales. Kog can hold his own if played well, and a good Corki will dumpster on lucian because he has superior burst. Twitch gets bullied if they are on even terms, but a smart twitch combined with a good support trades really good in lane and outscales hard.
The key in my opinion to beating or atleast keeping up with a Lucian is to not be afraid of the trade. A lot of people panic when he gets the q+passive double AA harass off on you. When people panic they tend do see the burst and then run away fearing an unfavorable outcome.
The correct reaction to this is to try and trade back with your abilities and (in most cases) longer ranged aa's. Especially before he has all of his abilities for maximum passive procs, you should try and trade with him at this time.
Also, its down to the support to lock him down. Typically the Lucian is try to harass the other adc which means they are getting close to you. If your support is any kind of support at all, hes using this as a chance to lock the Lucian down or counter harass.
Its tough though for sure.
a caitlyn and annie duo would stomp any lucian duo lol, have annie harass any chance she gets while caitlyn chips in and just farms and zones
I just ban him. All these 2011+ champs are just perm bans to me. Thresh is always banned when im first pick. Lucian/yasuo/zed are always bans I think about. If I was in a higher elo and knew my enemies and what they played regularly I'd probably lean towards those bans (assuming they play one of the meta picks that generally insanely broken...due to w/e buffs to class/overloaded kit etc etc)
You buy draven or jinx. Or you get a good support.
Its all about teamwork. 2v2 lane if your support isn't doing their job good it will make yours harder.
Lucian is a caster adc so you need to get into his face, he might be able to chunk your health down but after that hes yours. But again if your support sucks and his is good just try to farm.
