Are 14 day bans for toxicity still in effect?

I'm getting toxic players in EVERY single game now, no matter what. It's to the point where I can't play well anymore and I keep dropping in ranked because the only way I can focus on the game is if I mute the entire team at the start. It's to the point where toxicity is rubbing off on me and I don't want to be this way, but I'm with all these types of rude people that it's hard not to point out that they're being assholes.
