Now you might say "WELL DUDE ITS SO RARE" but it shouldn't be, it's a skin of a set that all the rest were re-released but why wasn't Riven included in it? Seems so random.
It's like if they made project yasuo limited edition after they started making a lot of them.

It was the first skin in the line back in 2012 before the rest and they stated it'd be limited at the time. This year however marks 4 years after the release and it's been updated and will be re-released for the first time since then in the upcoming patch.
IIRC, Championship Riven is an exception since Riot promised (or possibly included in a contract) that they would not rerelease the skin.
I don't believe any other skins was released under the same conditions.
They fear what having too many riven players would do to world balance and peace. Not to mention sodium levels of the human race.
