why are the ranked que's still up and whats the meaning of it?

Ranked is not disabled for preseason (except for a short while when the season ends). Ranked matches still affect your MMR which will affect your next season placements; the only difference is that there's no LP decay for the upper tiers, and you can't change your 2015 rewards.
why wouldn't they be?
