WTF?

This is a youtube video i just posted.... I start up the patcher, and this noise starts.

I have uninstalled and reinstalled the game multiple times. The noise continues even after i "launch" the game. And persists even after I turn off the program.

You can see that it is coming from the patcher, but even when i end process tree of thep atcher from the task manager, the noise persist. Any help ere?
