My power went out due to the ice that came ( it stayed off for like 10min) i get up today to play a game and... 20min wait
The thing that really piss me off is that the game just cant start by its self while you not around so i gotta sit a computer for 20min just to start the stupid shit if i miss it i gotta wait an extra 20min

That means you are chronic leaver, so you are getting punished. There are only 2 options:
...oh wait, there is a third one as well: don't play LoL if you know you have issues and can't fix them. Otherwise you may get even banned from League. And I guess that is not something you wish..
Don't play when you know you're having problems. Simple as that. If you live in the East, you should put ranked (or League in general) on hold until you know you can play just fine. That's your own fault. That's why you're in Low Priority.
