Mastery Level 6 and 7

Is anyone else hating the way they are doing the mastery level 6 and 7 where you have to build it. I think the building process is a little unnecessary due to the fact that you already have the tokens needed for the mastery level. I have my tokens for mastery level 6 for Kindred and Kennen but I can't make it because I can't get key fragment drops to open chests and get what I need. Am I the only one having this issue?
