Its ok as long as its not manipulating the game in anyway. its like with Custom skins, they are fine as well as it doesnt change the game in any way like: making your shots invisible, shrinking/enlarging the hit bot, etc.

Since this is only changing the announcer it isnt hurting or manipulating the game in any way so its fine!
