Sion is broken strong

His passive gives him a free yorick anivia morde ult, an it has no coolown so you can just purposly die every time you can and just get pentas back to pack. Why was this allowed in the game? at least give it a cooldown like anivia and aatrox so hes not broken 100% ban tier
