I think so yes, but it isn't a set place in the ranked system like only Bronze I to Silver V, or Silver1 to Gold5 or whatever that some people like to believe.
I like to think of it as a hurdle that is different for everyone. It is a point where the player must learn more tricks to use on the opponent, and how to deal with new situations/tricks that the enemy may put on the player.
I hope you were looking for a sincere answer. It took me forever to put this simple response together, and I don't think I even got across what I'm trying to say! LOL
I would say it does, but what it is and what ranks it is in would fall within the purview of your conundrums of philosophy.
It aint, only the unskilled or newbies complain about it. You can't win all games because there are times when all teammates are feeding. Really skilled players are able to carry almost all games. Hell, i've seen smurfs in diamond who have 60+ % win rate in less then 100 games. (those are probably challenger players).
I believe Elo Hell exists in several forms, Random Hell, Smurf Hell, And Skill Hell. Skill Hell is Elo hell, you aren't good enough to get to where you want to be and you're better than where you dont want to be, basically purgatory. Random Hell is when you dont queue up with a full team and your Random teammates decide you haven't gotten laid in a while, and that they'd like to help with that by bending you over and making you regret queueing up in the first place, and ever again. Smurf Hell is when you queue with a good team or by some miraculous stroke of luck got randoms that are actually your Elo or better, and the enemy team has a smurf Diamond botlane that works like such a well oiled machine, you could almost stand to report them for botting or scripting after they send you straight outta your promos and back into the climb or into a lower division, because fuck you, that's why.
