Reporting for Queue dodgers

Hey Team,

I play alot of ARAM and have noticed that if someone does not get a player they want they will queue dodge. This is a point of frustration because it usually happens after I suffer through champs I am not skilled with, and finally get one that I genuinely want to play, only to have someone queue dodge the game. I even have screenshots of people claiming they will queue dodge, then they do. Why am I not allowed to report that type of behavior ?

I think it would be beneficial to have the ability to report players like that, before a game starts. Currently it is only possible after a game based on their actions. Obviously, it would need some tinkering, but the option to have a "Report Button" if a dodge/abandon takes place during champ select or atleast send a ping to game-masters when people do queue dodge, this way it is out of the hands of the players (who might abuse it) and thus the player will get more than a 10 minute slap on the wrist.

As it currently stands I get penalized too, because it takes me 8-10 minutes to get back into a game after a queue dodger.
