This is a LEGENDARY skin and the only thing it changes is tibbers, all abilities have the same appearance and all quotes are the same, please riot, this skin would be like 975 or less RP nowadays but its a full 1820.
It was legendary when it was made like 5 years ago when the standard for legendary was a changed model, new VO, or changed particles. It's been retired due to the quality standards.
The first legendary skin (gentlemen cho'gath) at least had different quotes, this annie skin got updated splash (meaning they haven't forgotten), they should re-work it like a chmpion
