How i think Spamers could be chased out of chat rooms

I'm in this chat room "Looking for party" in EUW but almost every time i look at the chat its full of elo boost scams and spam , so i think this few things may prevent them from flooding the chat and for you to actually see something useful in that chat.

1. Most of the ones i see are like 15-16 lvl so if make lvl restriction for typing in the chat like 30 . You can still join a room and see whats going in, but cant respond .(It sounds bad but i have something else in mind just keep reading)
2. Most of the games i played have like "advertise your party" in chat (that you can click and join the party ) option which normally shows the free spaces in the party ( like 3/5 or 2/5 ... etc) and what you want do do( draft mode , ranked , blind pick, co-op,dominion, ARAM...). Why not add the same thing to LOL , so you can fill party faster and adding like elo restriction like if you are silver u can optionally choose to invite only silver players or only silver players to be able to join in the party.
3. Back to spammers . Make it so you cant post the same thing twice in like 10 min period or 5 min .This way the spam bots will be useless or will need to be upgraded and reworked to work.
4. Make it so that you can report ppl for spaming and they receive 1 day chat ban , so if like 5 or 10 ppl report some 1 he get silenced for a day ^^.
