PBE stuck on pending for mroe than a year

I applied for PBE about a year or so ago, since then I never got anything from rito saying weather I will get in or not. It's probably not likely for me to get in, but at least rito should at least tell me the results. The page still says "Application Received" and haven't gotten any emails about PBE.
