In the shurima event website they have a tab for skins on sale during the event for shurima related champs.
Zilean's splash art doesn't look like this:

It'd be cool if it were a new splash for him, but it's Zilean's Chinese splash art, maybe they're going to put it onto the NA servers. :D
This new splash has been up for months now on the LoL website. Just put the curser on the bar on the left of the page, click on CHAMPIONS, scroll down to Zillian, click on him and his new splash is there already.
As well as Warwicks, Cho'Gath's, Anavia's, and Blitzcranks. The splashes are a lot better but I understand the the new splashes may call for VUs as well so they are just going to be held until then.
