Wards are classified as minions the 0.63 was probely the lowest attackspeed to that time

They have attack speed because they're biding their time. Waiting. Waiting for 1,000 hours in where they get 6k AD.
give wards some ad maybe then low elo people will use them since they will do damage.

Almost certain they used to have 15 AD as well.
Maybe a leftover from when everything was programmed like a minion and they just didn't want to fck around with removing it because it has no influence on gameplay? Just speculating.

You know how everything's a minion? Well, a ward is merely a minion that cannot attack and has to be hit 3 times, as far as the code cares

Everything back in the day was coded as a minion. Even Jayce's range E was minions, and it let Azir have an odd bug to give him CS for attacking near it.
So in this case, because it's coded as a minion, it gets attack speed.

The attack speed is their refresh rate.
a laziness or unwillingness to fix all the random crap in the game like that.
Numerous objects that aren't their own entity, like wards not even being entity ward, they are entity minion coded to be stationary and have x amount of hp. Just like towers aren't entity tower, heimerdinger turrets aren't their own entity, and so on. It has also caused issues with things like that (is why Shen's tp was borked for so long and they had to completely recode it from scratch, because they took actual tp and just spaghetti'd the code around).
