The rider seriously is just Rengar as a yorlde. Also, if you notice in the video the rider is holding both a gun and a melee weapon, meaning this could be a champion who somehow switches from ranged to melee. (like Jayce) And that bottom half is sure to get some abilities of its own. Can't wait to see this in action.

Imma take a guess at his lore: (Retired?) Yordle general who lives alone in the mountains. He's being hunted because theres a bounty on his head / he's a very important general wanted dead by enemies of Bandle City (Noxus?).
