Buy skins in champ select

Would it be possible to make it where you could buy skins in the new draft champ select after you have picked your champion, like you could in the old champ select? I was going to buy Gentleman Cho'Gath before I went into game, so that I could nom on Diana with class, but found that I could do no such thing. Cho'Gath is sad now
