when is the tribunal going back up

since i hit higher elo every game i get flak from lower elo players half the time i dont even say anything and i get a report ive had friends in games where this has happened and they agree it is rediculous. they rage and report for verbal abuse when i havent said anything to get reported or reportable for and then i get a chat ban because the tribunal doesnt work and riot messaged me saying they just go off of how many times you get reported now. this is very annoying and an issue that should be addressed.
