Weather a tank should back or not is dependent on how much of a creep wave you have and who else is there.
If you're lacking a wave and need to tank towers then generally a tank should stay, there are a few times when you can back as a tank in this scenario, like if they have 1 nexus tower and your bot lane's something like Grave/Soraka.
If you have a huge creep wave and a support who could potentially peel for your carry having a tank back to slow them down can help quite a lot.
