Hex-Tech Farming

First time forum posting. I've had an Idea which could bring a lot of life back into League. People are going pretty nuts over things like hextech and stuff, and it is a GREAT SKIN (i do not own it myself). I had the idea of implementing a way to buy gemstones in the league store. They could cost 4800 - 6300 ip (maybe more). I feel as if people without any intents to buy new champions (whether uninterested or simply bought them all), need a reason to feel good about getting IP. with the goal of getting these gemstones to buy pieces to a skin, people would be given new purpose to their playing, and feel good about committing more time to league. I realise this would devalue the rare gemstone skins that already exist, so perhaps just make like 10 special skin pieces to get the skin and each piece costs some arbitrary ammount of ip, or it could be bought wholesale for rp. Is this a good idea or am I just preaching to the community choir? Any other threads like this?
