Store IP issue involving hextech mystery champion shards [client]

I have encountered this bug continuously for the past several days. I have been getting around 1800 ip and going to buy a mystery champion shard, but it does not allow me to buy it. It will allow me to buy it after i get some more ip around 1900 or 2000 specifically. In addition it will only take 1700 ip. The issue is that it wont allow me to buy it when i have a marginal amount of ip above the required amount.

As of posting this my rp is 15, my ip is 1821, and I cannot buy a hextech mystery champion shard due to insufficient rp/ip.

Use the legacy client to get around this until Riot fixes it. I've had the same issue with purchasing using IP in the store(tried to buy a 6300 champ with 7k IP).
