what's the Mordekaiser huehuehue ???

I wasn't around at the time, so this is word of mouth, but: Early in League's history, Brazilians didn't have their own server. They were often stereotyped to be poor players, and I 'think' at the time Mordekaiser was seen as underpowered or a weak pick. Not too sure on the last part, I honestly have no idea how strong he was at the time.

Worth noting that Mordekaiser's popularity in Brazil wasn't (isn't) any higher in Brazil than anywhere else. So it's not that Brazilians just REALLY liked Morde, but more that Brazilians, being stereotyped as bad players, would use a 'weak' champion.

Also, guess it's worth mentioning that 'huehue' is basically a Brazilians 'haha'. Kind of an important detail to explain the meme.

EDIT: according to Andrew Pliakis in the comments: "It was from a LoL forum post that used that kind of mangled english and extolled the virtues of Mordekaiser. Look it up in the forums but I'm not sure if it's still there."

A long time ago in a galaxy far far way there was a forum post on the old League of Legend boards. The author of the post made a parody of Elementz tier list. In post he ranks the characters in order from strongest to weakest and the reasoning of why, but does so in a comedic way.
