What is the state of LoL Replay?

A little more than a year or so ago I used LoL Replay, but it was riddled with bugs and this problem of only recording MAYBE two out five games. Months later, enough time for some improvement in my opinion, and I heard that LoL Replay was no longer being developed, but today the website is sporting recent changelogs.

Has it improved? What problems still plague the service?
