Champ select trolls

Excerpt from a champion-select chat (names blocked out):

TL;DR: Summoner 5 continues to be toxic/salty against Summoner 4, who threatens to grief my ranked game.

This is, sadly, legitimate and not taken out of context; however, there was more chat with a similar subject said after I copied this (that I didn't record). I dodged this game because Summoner 4 explicitly stated he would troll (i.e. grief) this game multiple times, including a few sentences I didn't copy before I dodged. My issue here is with all toxic/trolling players in champ select, not any of these players in particular.

The point here is that I can't join another queue for five minutes, and I also lost LP because of other players threatening to ruin my game (I, like many other players, do not wish to endanger my LP by playing with griefers). I feel that there should be some way for the tribunal to review my champ select experience if I dodge, so if there are players who exhibited toxicity or troll -ness, they can be duly punished, and maybe I can join another queue right away instead of waiting five minutes. This is a serious problem many players have with League, but I didn't know where to put it so I placed it here. Now in correct place, thank you riot :^)
