Cheapest Streaming and Recording Computer for LoL?

I am looking for the cheapest computer (can suggest laptops and desktops) the can do (1) stream and (2) record using OBS while playing LoL. I just want the minimum to be able to get a pretty good quality record and stream but not like 4K rendering and etc. I just am looking for something that is "just enough." Suggest both laptops and desktops if you want. :)

I pretty cheap laptop that you can get right now that is only 1,000$ is the Razor Stealth.
