you cant practice it in normals where you either get placed against a player 2-3 x lower/higher than your division and nobody really tries and plays random shit where else are you going to get practice?

It's not about playing vs competive. It's about you familiarizing yourself with the champion's abilities, movement, and 'feel'. It's about tweaking your runes/masteries to fit the champion. It's about knowing which items you want as your core vs. which ones are situational.
