leaver buster: queue dodgeing

so I've been thinking lately that the penalty for queue dodging is way too harsh, and should often be enacted on someone besides the dodger. Most of the time, when someone dodges a queue in champ select, its because somebody else trolled and instalocked in a lane or is refusing to take the role that is left. so then someone is forced to dodge the queue so that none of the other three people on your team have to deal with the troller. and yet they get punished for saving their team from a troller, that has never seemed right to me. i was thinking that it should be changedso you only get banned if you dodge 2-3 times in a row, and maybe figure out some kind of system to identify trollers in queues that were dodged
