Random Chat Restriction?

So I'm not sure why exactly this has happened, but I logged in not too long ago today trying to play a match, and for some reason as I entered the room it had said I was restricted from talking in the room. I'm not sure why this happened, but I also realized I don't exactly know how these are given out into the first place, although I have no reports or anything like that. So I was wondering if someone could maybe give me insight onto how they're given out? Or if maybe a rioter sees I can get some insight? Help would be appreciated!
