Personally I don't think it's a Blitzcrank arcade skin. Something else is going on here. My guess is that Blitz is behind the game that the arcade skins are based on.
So the question to me isn't whether or not Blitz is getting a new skin, but if Blitz was in charge of a game which champion would he put in it next?
EDIT: With all this said, I could see a Game Master Blitzcrank skin as well.

For some reason i can't hear the audio but blitz wouldn't really make sense because we already have an arcade support. Sona, hecarim, mf, and veigar leave the last spot for an arcade team to a toplaner. The icon definitely throws me off since it looks almost like the circle on blitz's chest.
I assume the blackened numbers are some sort of code in binary? Maybe someone can match them frame by frame and get a message?
Aside from that, I guess a new set of Arcade skins?
