Is changing the client language to an unavailable language in your region illegal?

In other words, is it a bannable offense? It does not give any advantage to the player if you change the language. For example if you live in NA but want German voice overs, you would have to change the locale.cfg file to German. A direct answer from a Riot Employee would be appreciated to finally clear the clouds on this issue.
