How do I gift a chroma pack?

My brother wanted me to get him the Lee Sin chroma pack, so I was looking through the lee sin skins, but there was no chroma pack. Is it even allowed to gift a chroma pack? Because it wasn't there when I tried to gift it...

Currently, you cannot gift Chroma Packs.

You can gift the RP and have them buy the chroma though...
