New Skin Gifting Option

so here's an idea: in the skin gifting area, why not allow users to give away a skin they own to a friend. this would be limited to skins currently available in the store to prevent abuse from selling legacy/special skins to others.

the reason is that i've purchased quite a few skins as a result of having disposable income, however sometimes a new skin comes out that makes me go "oh man, i would love to get it" however i can't justify to myself buying a new skin for a champion i already own a skin for.

as such, allowing me to gift a skin would give me a reason to buy newer skin, while knowing my previous investment isn't going to be wasted.

as mentioned before, by limiting which skins can be gifted to those currently available (or even locking out legacy/limited edition skins) it prevents abuse cases of selling off those high value skins. sure people could still try to auction off their skins, but people also auction off ranked accounts or accounts with those limited edition skins, so my proposed gifting system would not be introducing any new abuse potential.
