Why not make AD PEN boots?

Why not make Attack Damage Pen. Boots when there is an Ability Power Pen. Boots? I find it confusing that they have one pen. boot but there isn't one for the other. WE NEED ANOTHER PEN BOOT PLZ RIOT!!! or im gonna cry T.T Just a suggestion Riot. Have a good day people :)
