There need to be more Variables in Leaver Buster

First of all, I am not condoning people leaving the game, but second of all, the system is much to harsh to people it shouldn't be.

Now I know that there are people that rage quit in league, I'm not one of those and I'm not saying that they should not be punished. But honestly a pc crashes in a game with 4 friends all of them on skype saying "No biggy, we're winning anyway. Just join when you can." Where the player who wasn't even reported by anyone because their team won and the team with the leaver said "Don't report", and yet the system puts them into a ten minute low priority que, that right there is not in any way justified, and is only hurting that they would rather move onto the next game and have fun and instead are stuck waiting for ten minutes. It makes no sense that you can get Leaver Busted when you were in for over 2/3 of the game, on top of that you won, and finally playing with a group of people that feel your pain and just want to go again. There should a way for the people of the game to counter the decision by telling Riot that there was no malicious intent and that they don't want that person to be penalized over it.

In a ranked game sure that's a different story, but a 5 man blind pick team? that's way to harsh.

I want to suggest to Riot that we the members, and friends of people that leave games have a say in the matter of punishing someone.
