IP Sinking on Gifting Champions

I know it was wishful thinking to hope that Riot would allow for future champion releases to also be giftable for IP, but I feel like it would be a really solid idea going forward. I mean, it would be fine if they even increased the cost of the purchase, even if it was to like 15k, or whatever, but it would actually give me something to use some of my IP on. It just seems ridiculous to have absurd amounts of IP with literally nothing to spend it on, and if you could gift a champion every month for 15k each, it wouldn't easily be abusable and would allow players sitting on hundreds of thousands of IP to have a way of not only using some of it, but also helping out other players in the game. I especially think this would be useful with the release of missions specifically oriented towards those champions.. Just curious why this isn't a possibility.
