Honestly, 3 refunds per year isn't going to cut it for some people, instead they should give us one refund per month but that refund can only refund purchase made DURING that month. That would make it balanced.
1 per month is way too much. 3 per year would be fine i think, because right now we don't have 3 refund per year (as your post says). We have 3 refunds and that's it.
