I just joined after 4 months of quitting league. I love this game again. my query was that I got banned for 2 weeks for toxicity (yes I know you can throw eggs at me now). But I'm not toxic anymore. So when will my restriction of not getting chests end? Because It's been 4 months already. To answer your question directly, yes it only progresses as you play games. Otherwise it wouldn't be a real punishment because the rewards are earned through playing games, so games must be played getting nothing in order to count (if that makes sense).
I've had the same problem. Can't even remember the last time I was banned and I haven't earned a single bit of loot. I look at the posts on here trying to find an answer but for some reason riot refuses to answer. One more reason to find a new game to play.
