I believe the reason is that the mission only counts mission completions after the mission itself is given. This is probably for 2 reasons, 1) there will be missions like this in the future and it doesn't want those to autocomplete because you did missions in the past, and 2) PBE had a number of test missions just to make sure they were working, if this mission counted those it would have autocompleted for PBE accounts and as such PBE testers couldn't have tested it.

That is why they didn't hand the mission out later, they handed it out now. If they handed it out later it might not be doable if players had already completed all their quests up to that point. By your argument they would only ever be able to hand out the mission if they had enough missions released at the same time to complete it, but it was probably designed to be finished over multiple days.

I'm tilted.....Order got the mission to get 5 kills but Chaos got 10 assist????
